First of all, edit his name in the screenshot, it's frowned upon on Guru to show other people's IGN without their consent.

Secondly, it's difficult to say.

From what I've seen, scamming is defined by ANet as trying to misrepresent an item or a deal, using false information, or bailing out on a deal after the goods or services were delivered.

This betting thing doesn't technically fall under either case. Personally, I'd consider it more similar to agreeing to do a trade and then one party changing their mind. Since you haven't lost anything it's hard to show exactly how you were hurt.

I guess the best way to find out is to ask support. You can also report him, but you don't get told the report outcome.

He has a gambling problem. Get the loan sharks after him. They will make him pay.

Ps. Oranges in a canvas bag and Phonebooks do not leave bruises.

Yeah you should report him for scamming you in a bet, hopefully you will both get banned that way

Or in other words, I'm fairly certain gambling in game is against the rules so you should just not talk about it.

Yeah, that's why they disabled /roll in outsposts, they turned into casinos, I don't think ANet approve.

for 1: i dont know about you but when i get scammed i realy dont mind his name get posted on guru

2nd: if he has a problem with e posting his name here he can contact me ingame pay me 25 ecto and i will gladly remove it.

3nd:he started the bet i rolled then he rolled so ye its a bit late to bail out then.

(it's like poker when you go all in i show my cards he shows his, then the last flip comes out and then he disides to take his bet back)

4th: gambling in-game is not against the rules.

There's really no legal backing of this kind of gambling, I'm afraid you're on your own on this one. It's just too easy to scam people this way, so don't do it or do it on your own risk.

Its the same thing as agreeing on a deal and then just not trading. Both parties left with what they started with. I've pulled back on deals before in game because I had changed my mind. It's a virtual world, not real life. Your actions and decisions to get serious enough to report hin for ragequitting after he lost a bet in a game scares me. The bet was agreed upon with an "ok". This wasn't physical shaking of hands or both parties typing in chat their full character names to lock the deal. That is more professional but even then, to be reported for this is just ridiclous.

You still haven't blacked out the name... You wrote it in the chat /durr...

No, it's not scamming, since you didn't lose anything.

ANet/NCSoft might actually take issue with gambling in game, because it might have RL consequences. Lots of countries frown upon unregulated gambling of any kind.

Oh did I also mention that in your screenshot you said "he left XD" as in you were amused that he left. There is no sign of you being hurt after using an emoticon like "XD".

That, being your first reaction, leads me to believe that it was bullshit all along and that if YOU lost you would leave too and hold on to your Volatic. Say what you want but it's true lol.

this should have been your conclusion to begin with. trying to get someone banned b/c they backed out of an online game while doing a possibly bannable gambling offense is simply foolish.

you shouldn't do gambling. period.

It doesn't matter if you don't mind, it's still against the rules on guru.

And of course it's not scamming. He's not actually under any obligation to pay you at all.

Gambling entails risk. In real life if you bet against a mean old dawg who doesn't like to lose big, he may pull out a gun and shoot you.

Why the hell would GW be any different?

You lost, he bailed... that's life, man up and get over it.

I would call it reneging - fail to fulfill a promise. Scamming involves acquiring something which didn't happen. If gambling was legal and enforced by anet than it would be a bad-debt and you would need to go to a collection agency (anet) and they could issue a bad credit report (ban) but since anet doesn't support gambling just laugh it off?.

Also, you can't really cry scam when you engage in something against the rules.

Edit old example didn't apply to op. You can't go to a judge and ask for a refund because the hitman you hired didn't kill your business partner.
